  19. - Since April 2.008, the Ministry which manages R+D+i (currently the Ministry for Economy and Competitiveness) is in charge of funding RedIRIS and setting its basic strategy. The operational and technical management of RedIRIS has been entrusted to RED.ES until at least 2014.

    - RED.ES is a state-owned entity, with its own legal personality, but it belongs to the Ministry for Industry, Energy and Tourism, through its State Department for Telecommunications and Information Society.

    - The President of RED.ES is the Secretary of State for Telecommunications and Information Society.

    - RED.ES has a Board of Directors, formed by several high representatives from different Ministries. The BoD meets at least once a month.

    - The day-to-day activity of RED.ES is in the hands of its Director General.

    - RedIRIS is one of the Departments of RED.ES, and it is managed by the Director of RedIRIS.

    - RedIRIS is mainly funded by the State Department for R+D+i of the Ministry for Economy and Competitiveness, which also sets its main priorities.

    To ensure proper coordination between RED.ES (as the entity managing RedIRIS) and the Ministry for Economy and Competitiveness (as the entity which pays for most of its activity and which provides the main strategic guidelines), the latter is represented at the Board of Directors of RED.ES .

  33. Because of the economic crisis, the Spanish Government has created a Committee in charge of reforming the Spanish Public Administration, which is expected to make its findings public by the end of June 2013. It might recommend relevant changes in the structure of the Spanish administration, which could affect RedIRIS.

    The economic crisis has also lead to some suggestions that the overprovisioned backbone of RedIRIS could be used to support new types of users within the Spanish administration - this might end being the case in the future.

    The RedIRIS backbone is being upgraded through the RedIRIS-NOVA project (2009-2013 - budget: approx. 100 M€) which has allowed us to pay upfront an IRU for 21 years in the peninsula and 30 years in the Canary islands. Part of the project has been funded by European Regional Development Funds, which covered 70% of the costs in the eligible regions. Now, EDRF cover 80% of that cost. This means we might have more money, which would be used to get an IRU to Baleares (only region in Spain without dark fibre) and to connect directly some major research infrastructures.
