ULAKBIM is an institute of TUBITAK (largely government-funded formal organization) TUBITAK acts as an advisory agency to the Turkish Government on science and
research issues, and is the secretariat of the Supreme Council of Science
and Technology, the highest S&T policy making body in Turkey.

Access and backbone capacity upgrades were made, Ankara-Istanbul backbone is upgraded to 10 Gbps.
Izmir Backbone router is upgraded to a higher capacity router.
