D.21 Description of the governing structure of the NREN
- Since April 2.008, RedIRIS is within the responsibilities of the new Ministry for Science and Innovation, but its operational and technical management has been entrusted to RED.ES until at least 2.011.

- RED.ES is a state-owned entity. It is a legal entity of its own, but it belongs to the Ministry for Industry, Tourism and Trade, through its State Department for Telecommunications and Information Society.

- The President of RED.ES is the Secretary of State for Telecommunications and Information Society.

- RED.ES has a Board of Directors, formed by several high representatives from different Ministries. The BoD meets at least once a month.

- The day-to-day activity of RED.ES is in the hands of its Director General.

- RedIRIS is one of the Departments of RED.ES, and it is managed by the Director of RedIRIS.

- RedIRIS is mainly funded by the Ministry for Science and Innovation, which also sets its main priorities.

To ensure proper coordination between RED.ES (as the entity managing RedIRIS) and the Ministry for Science and Innovation (as the entity which pays for most of its activity and which provides the main guidelines), the latter is represented at the Board of Directors of RED.ES by means of its Secretary General for Scientific and Technological Policy.

- Red.es has developed a project to fund a new dark-fiber backbone for RedIRIS. The project awaits final approval by the EU and national authorities. If approved, the new backbone would be deployed between 2.009 and 2.010.
