AFAIU the _only_ property of an eduid we can be sure of is that
the identity belongs to somebody related to the R&E community.

I understand people are uncomfortable with the implications that
eduid somehow limits federated identity to the educational sector
but the brand actually has to mean something and I don't know that
"federated identity" is well defined enough outside our sector to
be able to carry a single brand.
