Ehm, no. It's about our normal eduroam consitiuency using eduroam. The 
access would be granted *by* a public administration (municipality of 
city of Luxembourg) but the employees of that administration will not 
get access themselves! That hotspot would be a service provider only, 
not an identity provider.
