SURFnet is not allowed to connect schools directly. However, it offers ISP's the option of an IP-port on its network to off-load the aggregated traffic of schools in a region/city, where schools are connected by fiber. Several commercial ISP's make use of this option and some 300 schools (out of 7800 in the Netherlands) are now indirectly connected to the NREN. SURFnet expects this number to grow to 1000 schools in 2006. The ISP/OSP-model is outlined at scholen.surfnet.nl. SURFnet's efforts to connect schools over fiber infrastructure (stimulate demand aggregation) are described at www.samensnelopglas.nl.
