Description of work
This work item should concentrate in preparing best practices to describe the federation business models and federation governance. Topics to address also include:
- Documenting best practices for federation governance (2-3 examples) analysis and comparison;
- Collecting membership models;
- Describing federation business models (2-3 examples);
- Collecting use cases for inter-federation mainly at international level. An obvious candidate for this would be how federations plan to support eScience.

In March 2009, JISC and JISC Collections commissioned a study to look at the issues surrounding the user experience when using federated access management. The federated access approach has been successfully adopted in many different countries throughout the world, but this success has brought with it usability issues known as 'the discovery problem'. This paper reviews the values of the eduPerson's vocabulary used consistently throughout different federations and which can therefore used in a reliable manner for cross-federation activities.
