SUNET is owned by the government, it has all Swedish universities as members and it is funded partly over the state budget, partly from contributions by the universities.
SUNET has a Board composed mainly of representatives of the universities
The board takes advise from a technical reference group (TREF.
Between board meetings, SUNET is managed by two executive officers, one employed by the Swedish Research Council in Stockholm and one by Umeå University.
Otherwise, SUNET has no personnel of its own. Longterm agreements with different universities and other organizations are used to get the necessary work done. Most important, the Network Operating Center is run by the Royal Institute of Technology (KTH) in Stockholm.
