Dr. Alberto Pérez has been working since 2002 for RED.ES, a Spanish public agency in charge of promoting Information Society in Spain, which, inter alia, manages RedIRIS (the Spanish national research and education network) and ‘Dominios.es’, the top level Registry for the ‘.es’ domain, and.

In 2004, Dr. Alberto Pérez became the Deputy Director of RedIRIS. His task are mainly related to strategic planning, project management, RedIRIS budget and staff management, as well as international representation of RedIRIS at fora like TERENA (European association of National Research and Education Networks) and at the management bodies of different EU-funded projects, like GN3. He is currently the Chairman of the TERENA Task Force on Management of Service Portfolios (‘TF-MSP) and is a member of the Executive Committee of TERENA.

When Dr. Pérez joined RED.ES in 2002, his activity was mainly related to the ‘.es’ Registry, of which he became the Deputy Director. He is still in charge of international representation and policy development for this Registry, representing it at international fora like ICANN (Internet Corporation for Assigned Names and Numbers), IGF (Internet Governance Forum) or CENTR (Council of European National Top Level Domain Registries). Dr. Alberto Pérez was elected as member of the CENTR Board of Directors in March 2007, and his mandate was renewed in March 2009.

Dr. Perez occasionally advises the State Department for Telecommunications and Information Society (to which RED.ES belongs) on matters related to policy and legal development for the ICT sector.

Prior to joining RED.ES, Dr. Alberto Pérez worked for the Spanish telecom regulator CMT (Comisión del Mercado de Telecomunicaciones) from 1999 to 2002, and for the University of Alcala as a lecturer from 1994 to 1999. Dr. Pérez has a Ph.D. in ICT law, has published two books and many articles on ICT policy, and has been a speaker at many conferences related to this sector. He also has an Executive MBA from the Instituto de Empresa.
